So while a strategy is single, tactical moves are various.

The tactical moves are not ends in themselves but instead simply a means to achieve the end. The end purpose is the strategy of the game. So the tactics will be adopted by the player in order to achieve the end, which is the strategy of this poker game. So the strategy of the game maybe to say have fun and the tactical moves will involve chatting, playing with opponents that are fun, etc.

So strategy is the road map, while tactics are simply the turns and directions that you will make in order to get to your destination.
